I get about 20 mpg highway / 17 mpg mixed use and in the worst case scenario A/C on and short distance and stop/go maybe 15mpg

I drive a well maintained 88 Gl w/ 2.1 L

Tune-ups and immediate response to signs like drop in mileage, rough idle, noise etc.helped the car to drive nice and drop in the mileage was not so much a money concern more a good indicator for needed adjustments/repairs.
