Have yo tried a big-assed copper or plastic shot dead blow hammer to jar it loose? Sometimes the drum rusts to the hub. If you whack it a couple good ones it may free up. If it already is a bit wiggley, rust is not your problem, but a ridge has probably built up on the very edge of the drum (use a crowbar against the backing plate). Have you backed up the star spacer all the way?? does the drum turn freely? If not, you may have been turning the star spacer the wrong direction. These are all from experience.
