Here in rain soaked Victoria, not far from rain soaked Vancouver, my floor has never been wet from a leaky windshield. However, I did discover water under the rubber mat at one time and assumed it to be a leaky windshield. I eventually traced it back to a missing rubber grommet, for a 3/4" hole in the body behind the drivers side headlight assy. Depending on the angle the van was parked or while driving in the rain, water would drip in and sit on the tray under the dash and eventually run down the side and under the mat.
