As was mentioned in another reply, you probably need to go at the drum with a hammer. Rust can form between the inner face of the drum and the outer face of the hub, "glueing" one to the other.

Hit the flat face of the drum, right near the outer circumference. You'll probably need to hit it plenty hard, and several times, to loosen things up.
