Well, I'm in Fairfax, and have had 5 VW's and 1 Audi over the years. Of the VW shops I've used, I've only had to ask one for something involving custom construction, and that was a hand-built exhaust for a '76 Westy, which turned out great. Try the "Bug and Honda Shop" in Bailey's Crossroads on Columbia Pike. The owner is Austin Zapala (I'm not certain of the spelling.)

He seems willing to build whatever he needs.

Well, I just went there to buy a license plate bracket for the front of my '89 Syncro and they were traumatized, or at least befuddled. Then again, I'm not certain there is such a thing. The bumper on mine is clearly molded for an European plate, and the PO had drilled two holes with plastic expansion anchors for his (yeah, I thought it was weird to see drywall anchors in a bumper too.)

I wound up using 2 bolts from the junk box.
