Most of the time "grinding out rust" is a waste of time. The best way to remove rust, is sand blasting. Then a coat of some chemical rust stop. Then sand blast again. Epoxy prime, body work and paint. Doesn't look like this money is being spent very well, unless they give you a garrentee, on the rust. It's very unlikely they will.
