You need a fuel pressure gauge.  If you don't have one you are just
guessing if you have a fuel related problem.  It is impossible to test a
warm up regulator without one.

The fuel distributor usually sticks at low RPM if it is worn out.  Another
test is to turn the car off and see if there is any play in the plate.  If
you try to push up on the plate within 1 minute there should be no immedate
play and with a firm push you should be able to consistantly push it all
the way up - initial play, dead spots or harder spots are not good.  If
there is no resistance to the plate you have a problem else where.  There
should be some residual pressure left in the system for several minutes.
