Sure it is, many places. I don't need emission inspection at all, in the woods of PA. What a rat race those cities are! I only go to Pgh. to work. I can't wait to get back to the real world (the woods). Obviouly you need to get out of the city more. This is a very big country, and the Vanagon is the way to see it. Make use of it. You will never find a Vanagon with a nick name of "city Syncro"
