Firstly, Scott has a digifant injection on his '86 van. The cold idle
control system is completely different on the '85 and older vans.
Specifically, there are several systems that are used to stabilize
and control the idle on an '85 vanagon.
1.) The auxillary air regulator. This is a heated thermostatically,
controlled air valve. As it gets warm (or as the heater in it warms
it) it cuts off the supply of auxillary air. This provides cold idle
up.
2.) There are from 0,1, or 2 electrically controlled valves that
increase engine speed for the power steering, and the air
conditioner. You have one each for air conditioning and power
steering.
3.) There is an idle stabilizer unit (NOT the same as the digifant
unit of the same name) that controls the idle by advancing or
retarding the timing.
I don't know why your van would be idling funny, but I would start
with the basics, and check that the throttle plate is clean, that
there are no vacuum leaks, and that the idle mixture is set
correctly. Then start looking at the systems I've listed.
Finally, auxillary air regulators are not adjustable. Yours could be
full of gook though, and cleaning it out with some carb cleaner or
the like could prove useful.
