Robyn, position #0 is off. Position #1 is for front fog lights only, while position #2 is for both front and rear fog lights.

In addition, I saw an ad from Neuspeed in the mag VW Power (spring '99), they claim to have fog light switches for all VW models. I have no affiliation to Neuspeed, of course.
