First of all, please use your caps button - your message comes across as shouting in ones face.

Next, I presume that you don't mean that the entire *luggage* platform is vibrating - that would mean you need to put the screws back in all the way. :)

If you mean the rubber bulb at the front edge is vibrating - then what you should do is loosen the front screws a little bit. Use a flat blade, such as a putty knife with rounded corners, or a kitchen knife, or some such, and tuck the bulb part up under the edge so that you conceal as much as possible. Do this all the way across the front. Hold the luggage top down while you tighten the screws back up to 'captivate' the bulb part inside.
