This sounds like a good way to adjust lights, but here is the way The PA state inspection adjust all head light. As you stated park your vehicle about 25 ft away fron a wall in a level lot. Turn your HIGH beams on. Mark the center of each light on the wall with a small piece of tape. Back the vehicle up say 50 ft. As you go further back the center of the light pattern on the wall should not move. Adjust until they stay centered. The low beams are automaticly set.
