That's NORMAL and has nothing to do with the particular relay under discussion.

1990/1991 Vanagon Transporter Volkswagen Owner's Manual:

pg46: Controls and Equipment, Switches:

1 - Lights [...] Depress the switch to the second stop to turn on the headlights (ignition on). To conserve battery power, the headlights will go out automatically when the ignition is turned off or when the engine is started.
