The expansion tank (as opposed to the refill tank) has always to be filled up to the rim, and thus you should never be able to top it off. If you are able to top it off, there's gas in the system which should not be there. This gas is either just air, then you're lucky and just have to bleed the cooling system correctly, or its combustion gas, which would mean your head gaskets are leaking. Some shops have test tools to check the coolant for combustion gas residues.

Sorry, I know that's in the archives, but that's bogus non the less. The sensor in the expansion tank only checks the level, not the composition of the coolant.
