What the RCMP does with their "worn Out Nags" is as follows:

They ship them to a secret plant in Ottawa (our nations capital city)

Their, a secret process in a secret factory exists, where SPAM is made, as you rightly point out. Most of it is for export. However, not all the Nags can be made into SPAM, they are so far gone. Those Nags they turn into politicians, for domestic consumption.
