Sorry, the Syncro tank does NOT fit into a 2 WD Vanagon as the transmission is 2 inches closer to the body than in the Syncro. This is not to say that it can't be done, only that there is more to it than you might think. The engine and tranny must be lowered. This reduces ground clearance and changes the angle of the CV axles. In the Syncro it is achieved by raising the body and does not have these side effects.
