The swivel seats can be difficult to turn if the nuts that hold them down
are too tight.

The way to remedy the situation is simple: slide the front seat off the
track. See those four nuts arranged in a square?  Loosen those until the
swivel platform turns fairly easily.  Make sure a previous owner has not
removed the special nylon locking nuts and replaced them with generic nuts.
 The nylon locking nuts prevent the nuts from coming undone unexpectedly.

Place the seat back on the rails, and enjoy.
