That's "anti-tamper" paint. If it was still solid and unbroken, the cluster had never been pulled. If broken, the cluster had been pulled. VW has used it for years. My 1968 Squareback had it...

Oh, and I inadvertently fixed my intermittant speedo problems... seems some mysterious red paint was coated around where the speedo clips in, and was preventing it from seating tight all the time.
