"ONLY one small fire"?

Flammable substances inside cars is BAD news. I'd never consider doing
this, due to the risk of fire and explosion. AC evaporators can and do get
large leaks very quickly, and there's plenty of ignition sources inside a
running car. Not to mention the risk of a fire after an accident. What
component on the front of a car nearly always gets destroyed in a front end
collision? The AC condenser (along with the radiator) of course.

R-134a is nearly as cheap, works as well, and is MUCH safer than propane.

Having said all that, propane does have pretty good properties refrigerant
wise, pretty close to R-12. However, there are very few conceivable
applications where it could be safe.
