I had a similar problem on my Jetta, and the sender was the wrong one (this was from the dealer as well. Beyond the stamping on the bottom with "bar" rating, there *should* be a color difference. Mine is a Turbo Diesel and they put a "gas" sender. Bzzzzzzzzzzzzzzzzzzz.

There are (believe it or not) at least four different colors for VW pressure senders, each with a different pressure rating, blue, white, black, and brown...don't ask which is which, you are just supposed to be smart enough (as a mechanic) to put the same color back...kind of like those kids clothes, Garranimals, you just match them up, Tigers with Tigers, Giraffes with Giraffes, blue pressure senders replace blue pressure senders.
