I am pretty sure that for whatever reason the inner high beams are E-Code
already (have the "E" in a circle on mine too) and the outter lamps are DOT.
This means that pretty much all Vanagon later models have great high beams
(my Carat's high beams are excellent) it is only the low beams that stink.  I
am working on a low beam replacement that uses less expensive (than Hella)
but still high quality european lamps to replace the sorry Vanagon low beams.
 Should be ready to sell these later this month.
