I looked into importing a diesel syncro westy from France into Canada and if I remember correctly, if the van/car is 15 years old it comes in as an antique and is exempt from federal regulations, including emissions. Duty must be paid, and it must be safety inspected, which here in Nova Scotia means lights and horn and no- see-through-the-bottom-of-the-van rust.
