Often the switches or the cables in the regulator, both can be dissasembled and repaired, and one should note the drivers side switch for the passenger window must function and be present for the passenger side to work. If the regulator cable died and the motor is still OK (often with VW winders) 1/16" aircraft cable and crimp ferrules from your local Ace hardware can be fairly easily substituted for about a $10 repair or $20 if you got to buy the crimper. Pre '86 switches pop apart easily (little screwdrivers in the side by the pivot) and the culprit is usually grease hardened to an insulating film. Clean em with electronic solvent, regrease, and reassemble. After '87 the switches become trickier to get back together, look just the same but the little pivot is made differently. Cleaning a switch will not only restore proper electrical operation it will restore the defenite tactile click operation instead of the sluggish sticking (on and it burns up) operation most now have. And the switches are the same for most all mid 80's VW's if you hunt the yards but buying earlier switches (say from Jetta or Quantum rear windows that were not used) is a better thought as they reassemble much better. Also note suprisingly the bezels that hold these in the doors are quite cheap, like $5 or so each from VW new.
