On other cars I've fixed this with a little bit of silicone spray on the
bearing of the take up reel. Silicone spray dries after application and it
won't stain the belt or your clothes. You can get it at some auto stores
and electronics places. It can be hard to find. http://www.digikey.com/
carries it, part # 3M624678-ND  $6.42 plus shipping and minimum order
charge.

Also, sometimes the belts get frayed and that inhibits free movement. A hot
knife (soldering iorn with a blade tip or just a knife heated with a flame)
can be used to melt the edges back into smoothness.
