The V.I.N.s on cars often have asterisks to finish off the numbers, so no more numbers can be added. VWs rebuilt engines (air cooled at least) had a R between two arrows in a circle to indicate that the engine is rebuilt, together with a new number. What VW of Canada uses, I have no idea.
