There's actually a service note on this. The water from the evaporator collects in the a pan, then drains out a rubber pipe into the right side air scoop. The end of the pipe has a weird cap that is supposed to evaporate the water into the air intake chamber. But it clogs up with muck, stops letting water through the water backs up into the evaporator pan and it leaks all over the place, creating a wonderful mildew smell.

Take off the right scoop grill, 2 screws, find the hose, snip off about 1/2 inch of it, hopefully water will pour out, and your problem is solved. I just slit it the first time and the problem reappeared. I figured this all out after taking the evap cover off. Not fun. You may have to gently back flush or ream the pipe to get all the muck out.
