Could be the drain tubes clogged or the check valves on the end missing. Some people remove them to eliminate the clogging problem. However, the fan pulls some air back through the tubes plus the outside pressure at high way speeds will keep the water from flowing out the tubes. The checks restrict the reverse air flow so the tubes can fill with water. Then the weight of the water will force the checks open and drain out.
