I experienced this problem on my 87 Syncro.  The gauge sender is located
on the thermostat housing, the side toward the front of the vehicle.  The
electrical connction to the sender had deteriorated and the wire pulled
right out of the crimp on connector when I took a look.  Cleaned up the
wire, installed a new crimp on connector, cleaned up the round sender
terminal the connector pushes onto, and connected new connector to newly
cleaned terminal.  The gauge now works normally, needle stays centered on
the LED.
