I was just looking at the backsides of those anchors. They're riveted on with little bitty washers, no extra backing plates. I wouldn't hang a canoe on them, myself. OTOH the rack comes off easily (if the screws aren't rusted in) and you could drill them out and reinforce the mounting rather easily.
