I just did this today on the Heidelberg "V" radio in my 87 Syncro. I have the procedure as outlined in the manual. But you need the code. If you have the code then follow this procedure similar to but slightly different than that posted by Jim <JiMelody@ZIANET.COM>:

Preparing the Radio for Operation

1. Turn radio on-turn volum knob (1) clockwise; car ignition must be on. "SAFE" is displayed in the radio display (3)

2. Press the "AM/FM" and "SCAN" buttons at the same time until "SAFE" disappears and "1000" appears in the radio display.

3. After "1000" is displayed, enter the security code using the first four station preset buttons. Use button 1 to set the first digit of the four digit code, button 2 to set the second, etc. Press each button the number of times needed to enter that digit.

4. Finally, press "AM/FM" and "SCAN" buttons at the same time. Now the radio frequency will appear in the display and the radio is ready for operation.

If you do not have the code, I have had luck getting the proper code from the local VW dealer. Can't remember what I had to give them, probably the radio serial #.
