Thanks for the copy of the owners manual - it was interesting to see some details that I have not seen before.

As to the numbers, let me break them down: The Canadian manual lists a combined fuel mileage rating of 14.5L/100 km. Since there are 62.14 miles in 100 km and 3.83 gallons in 14.5 L (or 3.16 Imperial gallons), that breaks down to:

3.83 gallons (3.16 Imperial) consumed per 62.14 miles which is equivalent to 16.22 MPG (or 19.67 miles per Imperial Gallon). There is the answer to the mystery - we are ALL correct! :-)

So, if you are in the US, you can expect 16 MPG in your Syncro Westy, and if you are in Canada, you can expect 20 MPG. Thank goodness gas is cheaper down here!! :-)
