I had the same concern about those holes which I also noticed on my E-code lamps. According to the shop from which I bought the lights, these are for heat and moisture dissipation.

The H-4 bulbs fit into the hole in the back of |this ring. The boots fit snuggly to the back of the bulb and to the outside |of the silver ring. But they only go about halfway up on the length of the |silver ring and do not cover three rectangular holes in the ring. With the |boots mounted I can blow air through these rectangular holes into the |headlight. This doesn't seem right to me.
