This assumes you've checked that your rear brakes, adjusters and handbrake mechanisms are installed correctly and are in correct adjustment:

Replace the master cylinder - I'd say it's leaking internally (i.e.. fluid is getting past internal seals while the pistons are moving but not leaking past the outer seals). COULD also be a booster problem, but anytime the pedal goes to the floor the booster will "whoosh" because it's allowing venting of air behind the diaphragm. This air has to be allowed to move, otherwise the diaphragm would be hindered in its movement.
