I now had time to remove the grille on my Syncro and check these lights, and you got it all right! These holes are there to help moisture get out, and shall not be covered by the rubber boot. Water does NOT enter the head light, I have never had any problem with that, either by high pressure water hoses or car washing machines or rain for that matter. As long as you install the headlights correctly, you shouldnt have any problem.
