Based on the "After" specs below, the engine is still a candidate for work given the difference between your high and low cylinders. A "wet" compression test and/or a "leakdown" test would help pinpoint where the problem is (rings, head), but if you're committed to doing the work anyway you could just figure out the problem after you've got the engine apart.

Your compression on 1,2 and 3 is great given the miles on the car and the fact that a "hone and ring" job isn't supposed to work on a VW.
