Karl, and all.

My understanding is that the actual valve doesn't react to temperature changes, nor does the control electronics. I do believe that the system monitors the idle RPM -- idle condition being defined by the idle position switch -- and adjusts the valve's pulsing to compensate for either a cold engine or an actual load on the engine while idling. (I use this to help me get going when traction is bad, on ice or wet grass etc.)

I think the problem is a non working control circuit. I've replaced and repaired / upgraded at least four of theese in the last two years, and am usually able to diagnose and remedy the problem in fifteen minutes plus another fifteen to fix the broken control box.

The control box lives inside the right hand tail light assembly, and is black, about the size of a pack of cigarettes and has ten connector spades in the bottom. VW P/N is 251 907 393A or C, at least here in Sweden. On demand I will repost a description of how to repair/ upgrade this one.
