My '82 Jetta exhibited similar symptoms, which stemmed from the air
throttle flap sticking due to a carbon buildup on its shafts.  I pulled the
air boot off, squirted aerosol carb cleaner on the shaft and bushings on
the inside (and a little outside for good measure.  Worked it back and
forth a bit, and then repeated several times.  The problem went away.
