I don't think it's mainly a question of HP and the drive train (though these are relevant, too). It's more a question of the weight of the towing vehicle, the quality of it's brakes, and finally the stability of the hitch. In Germany Vanagons (at least Syncros) are allowed to tow braked trailers of up to 2000 kg total weight.
