Sounds like the inside of the arm is worn. I had a similar problem with my Golf. Tried everything, problem didn't go away until I finally sprang for a new arm. They are designed to slip rather than burn out the wiper motor if the wiper freezes to the windshield. It doesn't take many rotations to chew out the soft metal arm.
