I suppose the VW engineers figured that, if it doesn't get hot enough to need A/C at night in Germany, then it must not anywhere else, either. (Or, more likely, they just didn't care about anything outside of Germany.) On the other hand, the cigarette lighter has a special lighted green ring around it, distinguishing it from all the other controls.
