Maby it is not true but it is STILL in character. The Post Office does not like competition and it has the ear of the Federal Government. Something similar has already occured with Express Business Correspondence the the desire of the Post Office to keep its monopoly on First Class mail. Postal Inspectors have the power to inspect business correspondence sent via "non-post office" means. If it is deemed by the postal inspector that the letter "should" have gone via USPS the company can be fined. The above, which IS occuring is not too far removed from the (appaerently false) proposal we saw. That it was believed is entirely understandable.
