Chiming in late - I agree with the good Mssrs. Bulley and Wilford. I suspect the fins on the pump turbine may be eroded to nubbins, and/or the case may be eroded or ground into by a bad ex-waterpump (since yours doesn't exhibit signs of bearing failure). Pull the pump, would be my next move.
