Sounds normal to me. Recently ONE of my rear wheels locked up in a panic stop on wet pavement and just started to put me into a slow spin before I was able to let up and regain control. I found that one of the shoes was worn down to metal, and that is why it locked.

These brakes were not significantly upgraded from the lighter '71 to '79 type IIs, and are marginal. But the good news is you might be able to steer around the emergency in some cases if the brakes don't lock. Consider Vanagon brakes VW's first-generation ABS!

If you want you could upgrade to the MSDS "Bullet Train" system, but $525 seems like a lot for cross drilled rotors and stainless steel brake lines, and the pressure applied to the system is still the same.
