Two things come to mind. One is that it is recommended that you have your tank purged after it is installed and before filling. This can often be done at a propane service center or a RV shop.

The other experience I've had is that at some of the propane fill sites they have problems figuring out how to fill up the Vanagon propane tank, perhaps due to the autostop fill valve if so equipped. I found that the instructions on the van's tank itself, if followed allow for a good fill. I've seen people struggle to put in a half a gallon for ten minutes then after reading the instructions AND following them fill it up without difficulty in less than a minute.
