This possibility had occured to me too, since it is true that VW listed a different clutch disk part number for '89-1/2 to 91 (Syncro or 2WD). This was originally a Luk unit, although, again, Sachs says that their unit is interchangeable with it.

Incidentally, I checked with Just Kampers in the UK, who ships throughout Europe and therefore sees a lot more Syncros than we do. They also list the same clutch for 2WD and Syncro. They usually sell Luk rather than Sachs, but still the same part lists as fitting all versions, just as with the Sachs units here.

Nevertheless I am checking into the availability and pricing of a Syncro-specific clutch in Europe, for possible direct import for those customers who want one. If it is indeed a heavier duty unit it could be a potential upgrade for any Vanagon, Syncro or not.
