Another possibility and Vanagon PITA is that the Bowden wire controlling the heater valve has bent between the dashboard lever and casing. If the handle feels a bit springy and unlike the others I would strongly suspect it. I think you can see either by removing the ashtray or the instrument panel cover, I forget which.
