Same van, same problem. Is yours white? Assuming your condensate drip
pan and drain hoses are intact and the hoses are not clogged, try
extending the hoses through the bottom of the air intake cavity and
placing a road draft tube boot on the end. This will stop air from being
drawn up the drain hose as condensate is trying to go down the same
hose. You see, these drain hoses are subject to vacuum created by the
air blowers. As blower speed increases more vacuum is developed and
effectively stops condensate from draining. The road draft tube boot is
used on old air cooled motors  on the oil filer neck drain tube. The
boot is a 3 inch piece of rubber hose pinched at one end. The pinched
end has a slit which functions as a check valve. Condensate can drain
through it but air is stopped. West Coast Metric

aforementioned page it is P/N: G.311-541. It is no doubt available at
your VW dealer or local VW parts house.
