The old Beetle hubcaps are still being made. They look ok but the difference from the origionals is obvious in that the "VW" is not as sharp. Origionals can be found if you look in the phonebook for some of these old "Mom and Pop, Hole-in-the-wall" VW repair places that you sometimes see on the side of the road; usually with a collection of junkers in back. These guys will have an old cardboard box in the garage where they toss things like this "just in case". The going price around here is about $5 each. They fit and look just fine on my 83.5 Westy.
