Looks as though you have a leaky O-ring inside the valve. The little vent hole is meant to be open.

Marshall Brass may still have rebuild kits for them -- check through RV dealer?

I have an unused one right here for an outrageous price -- $150 + ship. If you want to stay authentic it's the way to go. Otherwise you may prefer to install a non-automatic fill valve and manual bleed valve for a good deal less.
