Hi, I think your guess about the radiator fan is correct -- mine runs at low speed most of the time, and only resorts to the 100 dBspl in "around town" driving, or right when you are about to place your order at the fast food intercom. As far as the seat belt goes, my wife (5'0") uses one of those seat belt pads made by splitting open a rectangular dust mop pad and adding velcro to hold it back together. I remember seeing in the owner's manual of my 90 Carat that the seatbelt anchor point is adjustable. Not freely adjustable like cars have today, but movable with tools. I would imagine there is another anchor point below the existing one, but I don't want to poke holes in the wallpaper to look for it -- especially since I am 6'2". Part of me has a hard time believing it exists, but it might be worth a look for you.
